Third meeting of the Intergovernmental Negotiating Body (INB) for a WHO instrument on pandemic prevention, preparedness and response

In December 2021, the World Health Assembly established an intergovernmental negotiating body (INB) to draft and negotiate a convention, agreement or other international instrument under the Constitution of the World Health Organization to strengthen pandemic prevention, preparedness and response.

The third meeting of the INB (INB3) will take place on 5-7 December 2022. At this meeting, the INB will consider the Conceptual Zero Draft (CZD) of the instrument, developed by the Bureau of the INB following widespread consultation, and will discuss the way forward for the INB process, including development of a Zero Draft of the instrument and establishment of drafting group modalities.

The INB Bureau has proposed a timeline and approach for the INB’s consideration to operationalize this way forward, which includes the key milestones established by the World Health Assembly, namely the INB’s presentation of a progress report to the 76th World Health Assembly, in May 2023, and the INB’s final outcome to the 77th World Health Assembly, in May 2024.

INB3 will be open to Member States and all relevant stakeholders (as agreed by the INB, set out in document A/INB/2/4). It is further expected that the INB will invite relevant stakeholders to provide their inputs on the CZD during the meeting.

The INB3 meeting will be webcast on the WHO website, and archived for later viewing. Further, a procedural report will be posted on the governing bodies section of the WHO website.
